CAAB Report 147

Tuesday 21 December 2004

The predicable 'policing' pattern (see CAAB Reports on website) by the Ministry of Defence Police Agency (MDPA) and the Divisonal Support Unit from York was again followed at the regular Tuesday evening CAAB demonstration at NSA/USAF Menwith Hill.   There were 10 people protesting and even more MDPA officers.  Three people were arrested.

A Public Order (section 5) offence was used on the first person to be arrested.  He was then held for about half an hour in the back of the police van until a young person was also arrested for a similar alleged offence.  They were later charged and released in the early hours of the morning.  (NB Their names have not been included as we have not had time to get their permission before sending this report out).

Lindis Percy was warned and then 'reported with a view to prosecution' by Jim Sheardown (Sergeant MDPA).  PC Andrews (MDPA) then suddenly arrested her for allegedly obstructing the highway and an MDPA officer.  She was,  with everyone else there,  maintaining the right to peacefully protest (lawful authority of the case of Hirst and Agu v Chief Constable West Yorkshire Police 1986).  She was later charged with both offences and eventually released at 5 am.

The police once again used disproportionate force during the demonstration
